Katniss Everdeen has survived the Hunger Games for the second time. She and the surviving tributes have escaped the arena and the Capitol with the help of the rebels. Now she, her family, and the surviving citizens of District 12 have found refuge in District 13, the only district in Panem to have evaded the totalitarian oppression of the Capitol. She has become a symbol for the rebellion and is known throughout the districts as the Mockingjay because of past actions in the Games that both the Capitol and the districts viewed as outright rebellion. The rebels want to use Katniss's image as the Mockingjay to rally the districts to their side so they can defeat the Capitol once and for all, but becoming a symbol for the rebels comes with a cost: her tribute partner and friend, Peeta, who is now at the mercy of the Capitol.

Katniss has to choose between Peeta's safety and the freedom of the people of Panem that she wants to protect from the Capitol's reign of oppression. If she refuses to help the rebels, then the rebellion will suffer, and if she decides to become the Mockingjay, she has to face the possibility of once again becoming another piece in somebody else's game.
